China Expands AI Plus While Warning Against Tech Bubbles

By ABR IT Group · October 10, 2026

China is combining a wider industrial AI rollout with warnings against technology bubbles and uncontrolled AI risks. Reuters reported that guidelines issued by the Communist Party and the cabinet call for AI to remain “safe, reliable and controllable” while expanding computing power, algorithms, data and industrial pilot bases.

What China’s AI Plus plan includes

The guidelines call for breakthroughs in AI theory and core technologies. They also support intelligent products such as connected new-energy vehicles, AI-enabled phones and computers, and humanoid robots.

At the same time, officials were warned against blind investment, industrial hollowing-out and swarm-like expansion into high-tech sectors. Reuters reported that officials responsible for major losses caused by blind investment may be held accountable.

Growth with tighter controls

The direction builds on China’s 2025 AI Plus program, which set adoption targets for smart terminals and intelligent agents. It also fits with a broader policy focus on monitoring, early warnings and emergency responses for AI systems.

The October guidelines should not be described as a quantified crackdown or a new standalone AI law. They are better understood as a policy signal: Beijing wants faster AI adoption in the real economy while trying to limit wasteful competition and safety failures.

Why the policy matters globally
